Living environment: how to improve the quality of social housing?

70% of people living in apartments say they need at least one extra room. Half of the people complain about the lack of space in the kitchen, the lack of storage capacity (the first reason for dissatisfaction). With the extension of teleworking, 34% consider that their home is not suitable for it and four in ten people do not have an office area. The use of social networks has changed uses within the family sphere, which require places to live together and spaces of autonomy and privacy. The height of the ceilings, which has decreased by 27 cm, is not suitable for them. who has grown by 7 cm in 60 years? Finally, the health crisis has shown how the air and hygiene needs with the opening of the housing to the outside (windows, terraces, balconies) are a major concern.

Capital Smart City is grand with its environment

Capital Smart City Islamabad is a grand, advanced property task in Pakistan. It is the very first 'Smart City' in Pakistan as well as 4th one in Asia. It is becoming one of the most preferred real estate cultures in Pakistan due to its wise attributes.

The report recommends in particular:

  • to integrate, for quality durable housing, the volume, the size of the rooms, the possibilities of change of use, the standards of thermal circulation, air circulation, acoustics;
  •  to move from a "solitary building to a building united with its environment", by proposing a normative document on the environment close to the home and on housing from the point of view of the inhabitant;
  •  to set up a territorial quality charter for the living environment;
  •  to develop a reflection on collective use premises, play areas, social spaces, cafes, gardens, shared workspaces;
  • take more account of the range of services, from the management of common spaces to support for households (guarding, partnership with health and public security actors).

From land purchase to construction

The report also looks at the actions to be taken to renovate the procedures and train the various actors involved in this type of construction:

  • review land acquisition procedures, reform the means of social housing organizations (OLS) to enable them to set up a land acquisition strategy with the communities;
  • strengthen the contracting authority capacity of OLS with a preferential right given to social landlords for the acquisition of strategic land at a controlled price;
  • improve the production chain, by providing a description of the public order for each client;
  • train architects in project management and the implications of the energy transition;
  • promote collaborative work between owner, project manager, and companies, clearly defining the role and legal responsibilities of each;

set up, from the year 2021, an experimentation-action process where the quality criteria would be assessed, the quality of housing not being limited to a set of standards, procedures, or guidelines.
